Safety claims are only worth what the evidence behind them is worth. This page sets out the legislation we work under, how staff are screened and trained, and how our own practice is monitored.

This page describes the framework Legacy Point Care operates within. Specific licence numbers, Ministry service agreements and any third-party accreditation should be added here once confirmed — and nothing should be published on this page that cannot be evidenced on request.

Legislative framework

The law we work under

Ontario's developmental services sector is closely regulated. These are the principal statutes and regulations governing how we operate.

Services and Supports to Promote the Social Inclusion of Persons with Developmental Disabilities Act, 2008: The governing legislation for adult developmental services in Ontario, including quality assurance measures, individual rights and reporting obligations.
Quality Assurance Measures (O. Reg. 299/10): Regulated standards covering individual support plans, rights, abuse prevention, behaviour intervention, staff training and record-keeping.
Child, Youth and Family Services Act, 2017: Applies to services provided to children and youth, including duty to report and licensing requirements for residential settings.
Occupational Health and Safety Act: Workplace health and safety obligations, including violence and harassment prevention programs.
Personal Health Information Protection Act, 2004 (PHIPA): Governs the collection, use and disclosure of personal health information.
Accessibility for Ontarians with Disabilities Act, 2005 (AODA): Accessibility standards for customer service, information and communication, and employment.
Substitute Decisions Act, 1992 and Health Care Consent Act, 1996: Frameworks for capacity, consent and substitute decision-making.

Screening

Before anyone starts

Every person who works with those we support — employee, student placement, contractor or volunteer — completes the same screening. No exceptions, and no starting on shift while a check is pending.

Vulnerable Sector Police Record Check before hire, renewed on schedule
Verification of credentials and professional registration where applicable
Two verified professional references
Signed confidentiality and code of conduct agreements
Probationary supervision with documented competency sign-off

Mandatory training

Before an independent shift

Orientation and the certifications below are completed before a staff member works independently, and are refreshed on schedule. Person-specific plan training is additional and is signed off by a supervisor.

Standard first aid and CPR level C

Monitoring

How we check ourselves

Compliance is not an annual event. These routines run continuously, and their findings go to management rather than into a drawer.

Individualised service planning

Every person has a written plan built from an assessment of needs and personal goals, reviewed on a fixed schedule and whenever circumstances change materially.

Risk assessment and safety planning

Documented risk assessments for each individual and each residence, with safety plans that are rehearsed rather than merely filed.

Training, orientation and supervision

No staff member works an independent shift before completing orientation and mandatory training. Supervision is scheduled, not incidental.

Records and documentation

Accurate, timely documentation kept in line with legislative and organisational requirements, including daily notes and medication records.

Incident reporting and response

A defined protocol for reporting, responding to and reviewing incidents, including serious occurrence reporting where required.

Internal audit and program review

Scheduled internal audits and program reviews that check compliance and service quality against defined indicators.

Feedback and complaints

Accessible channels for individuals, families and stakeholders to raise concerns, with defined response times and no adverse consequences for complaining.

Rights

Everyone we support has these rights

To be treated with dignity and respect, and to be free from abuse and neglect.
To privacy, including private space, private communication and confidentiality of records.
To make informed choices and to participate in decisions about their own life and support.
To take part in developing, reviewing and changing their own plan of care.
To access their own records, and to have information explained in a way they understand.
To have visitors and to maintain relationships of their choosing.
To practise their religion, culture and traditions.
To raise a concern or complaint without any adverse consequence.
To an advocate or supporter of their choice at any meeting.
To the least restrictive support that keeps them safe.

These rights are explained to every person we support in a format they can understand, reviewed with them regularly, and displayed in every residence.
